The Thing is constantly punching above his weight, while Thor is constantly punching below his weight, so presumably The Thing.

Both are always using their skills. They both just have brawling type styles of fighting just as some boxers are more brawlers while others are more counterpunchers and so forth. The only thing Thor sometimes doesn't do is make use of his other abilities to the degree he should if he wants to end a fight quickly.
