Goku. Rock Lee has never trained as hard as Goku.. so it's kind of hard to even match Lee with Goku.
He was looked down upon for not being able to use ninjutsu and genjutsu, while aiming to be a great shinobi without those. He trained day and night while wearing those heavy @ss weights, he trained so hard that he excelled at something only a jonin can barely do. he trained so hard that he fights in his sleep. That's pretty hardcore if you ask me
