Who's the most powerful lightning user out of these 4

As the question says.Which one of these is the most powerful. I was gonna include Thor but we all know he'd win

To answer the question though, Electro.

I know Storm and Electro, but who are the other two? (I know Storm would zap Electro's sock off though, and her powers can cover more area.)

Black Lightning (the bald guy), and Static (from Static Shock).

Isn't Storm supposed to be some sort of really powerful mutant? How powerful is Electro, anyways?

Storm is mutant, and she is powerful, and although Thor is easily stronger, Storm can also generate large storms or direct single lightning bolt and about everything in between. Electro is one of Spider-Mans villains, and Spidey beat fairly easily (compared to some of his fights...)

I'm gonna say Electro. The upper limits of his powers have never really been explored.

@reefermadness: But are we talking purely the most powerful person who uses ONLY electricity or is everyone saying the most powerful person who happens to ALSO use electricity? Outside of transforming Black Adam and Captain Marvel don't really use electricity. Storm and Thor happens to use lightning along with their other powers, but it's not really their primary power. If you were to take out their other powers and limit them to only using lighting they both wouldn't really be that powerful. As for Static Shock, he doesn't really use lightning, he uses electromagnetism. To me he is more like Magneto, the only difference is how his power is visually depicted in the comics and on TV. Truthfully, Electro has never been much of a player when it comes to using his powers. I doubt he's the most powerful villain. So I guess that leaves us with Black Lightning although he isn't much of a player either, from what I've seen.
