A planet devoid of superheros that would challenge his rule.... Doom has taken over Marvel Earth after putting every superhero under his control and literally gave up his rule because he got bored.

Yuga Khan, his Mother Heggra and Steppenwolf all held control over the planet, and Darkseid didn't even have the Omega Effect yet. He already took it over. When introduced to the Fourth World, We're past the phase where he took control and subjected the planet to his whim. It's not like he was born into being overlord of all.

This time machine has a contraption called "Doomlock", which enables anything changed in the past to affect the same timeline in the future, which is pretty impressive. And with enough cunning he tricked Beyonder into letting his guard down, and got his powers away from him.

Good question. My knee-jerk answer to that is to go by actual feats performed by these characters or "what artist have put to the page" along with writers. That said you take a character like Darkseid, whom is thousands of years older than Doom with better tech, his own planet, and just is on a completely different (higher) power scale...I can see how one can come to the conclusion he may be or should smarter than Doom going by his stats/attributes. I know of at least two occasions Doom obtain complete omnipotence thru his planning, but I don't know if the same can be said of Darkseid.

In a comic vine battle sense Doom is more reliable as he is a lower tier character who exists on Earth and has a lot more interactions with many other characters therefore more feats to pull from if you need to build a ray gun.
In a universal wisdom, who knows the most about the cosmos and all that sort of nonsense than DS, he is one of the smartest new gods which is the best tech in the multiverse, a scientist who debates with Metron the god of time and knowledge, theorized the anti-life equation and exists in multiple forms in many universes.
Darkseid is! Ben Grimm can and has kicked Doom's ass. Doom isn't even smart enough to get plastic surgery. He's an idiot.
