I'll go with Larry Hama or Barry Windsor-Smith. Although, I love most writers of Captain America, too.

Chris Claremont--Put X-Men on the map, and pretty much balanced amazing stories from every X-related book in the 80's
Dini, Bruce Timm, Dwayne Mcduffie and others--Created legions of new comic fans through the DC animated universe
Frank Miller--Reinvented characters such as Daredevil, Batman
Scott Lobdell--No one can write a comic with teenager dialogue like he can
Alan Moore--All I can say is genius...pure genius
Stan Lee--The father of them all

I never liked Gen-X, so that wasn't a big loss for me. If you ever read Larry Hama's Sabretooth: Death Hunt, it's the best piece of Sabretooth story ever written.
I think Bendis might be my fave, but Gail Simone is a close second. Between her, Snyder, and Jeff Parker. And Kathryn Immonen. How i love her.

Off that list I would have to pick Grant Morrison, but honestly I have read very little if nothing of Gail Simone and Scott Snyder but have wanted too and have heard the amazing things they have done with books like Birds of Pray and especially Snyder's work on Batman.
As for personally favorite writers not on the list, off the top of my head I'd probably go with Ed Brubaker or Dan Slott.
I really can't resist anything with Alan Moore's name on it. If I'm looking for something that's not so intellectual or dark (as most of Moore's greatest books are,) I do really like Mark Millar as well. Kick-Ass is one of my favorite series. It'd be higher up there if it could come out on time, though...
Not a very big list and leaves out a lot of great writers. Personal preference for that list, Morrison all the way. Though Scott Snyder is a very close second. Gail Simone would be behind him, then Paul Dini. Just haven't read enough Moore to really give a solid opinion.
Sadly, the list is missing Brubaker, Rucka, Bendis(he has his moments), Waid and a few others that I personally like. Everyone else has some pretty damn good suggestions as well.
