Who is the most underated character in Dc and Marvel
Hmmm...I'm not sure. I'll say this though, Ragman is the most under utilized. And Booster Gold is the most under appreciated.
Lets see, now to pick a Marvel. I really loved Black Tarantula in Brubaker's run on Daredevil. I thought there was a ton of potential there. Sadly we haven't seen him since Shadowland.
Ant-man-Though he's one of the earliest Avengers and one of the brilliant minds of the Marvel universe he is barely mentioned/utilised. He hasn't had his own title in years and his intellect is often shown to be inferior to Reed Richards and Tony Stark. He'll hopefully be back in the limelight after his film in 2015.
@maccyd: I completely agree with Ant-Man (Hank Pym) is a found member of The Avengers, Im still salty he and Wasp werent in the Avengers but thats for another time, and I would argue that he is just as intelligent as Reed Richards. I would also say the Silver Surfer is vastly underrated in terms of being one of the greatest superheroes in Marvel. As for DC I still feel that Deadman gets overlooked even though he has great potential.

Avenger Vs Xmen #5 is an example of this.
Plus: Dunno about Silver Surfer, the second Fantastic Four film revolved a lot around him and he is one of the most popular of the cosmic heroes (least until the new Guardians of The Galaxy came along). Marvel also badly wanted to make a deal with Fox around him and Galactus showing they think he's an interesting character. Just my take.

As for the question, Black Bolt and captain marvel
In New 52, I'd say Red Robin. He lost his solo in the reboot, has been poorly written in the one title he actually appears in, and barely appears in any other Bat-title anymore. His character has fallen hard from where he was at in Pre-New 52. DC pretty much treats him like he is just a step above having been erased from continuity like Wally West and Cassandra Cain.

God are you kidding me, he's OVERRATED just as all other archers in media these days. I hate Green Arrow even more nowadays because Stephen Amell thinks he's "on top" and says that he (as both the actor and character) can be more popular than Batman and Superman. It's even more hilarious when he talks about how he wants in on a Justice League movie :P

I actually wouldn't mind Ollie being an A-lister.
Amell is another story.
DC: Vixen. A character with vast potential to be in the conversation with all of DC's top woman. She has abilities endowed with magic that make her a power house. She has even given Superman trouble in the past. She was on the Suicide Squad and she has been a Justice League member a number of different times. Yet she doesn't really get mentioned with the likes of Supergirl, Power Woman, Batgirl, Wonder Woman, Zatanna etc.
I don't really read Marvel comics so I don't know of any underrated characters from that publisher.
dc-mark shaw manhunter. marvel adam warlock,I absolutely loved that manhunter series in the late 80's and I JUST READ INFINITY GUantlet for the 1rst time. off to track down the infinity watch series.
i really like red hood character and i think at least in the new 52 he seems to be more badass than the other robins. I really like nightwing so i wish they would one day fight in the new 52 just to see who wins.
Marvel - Ghost Rider. Don't know how that happened, but Marvel just dropped him.
DC - Martian Manhunter. In this day and age? Lobo. Holy hell. And Shazam. And Aquaman.
Even though she is going to be in the next X-Men movie, I'd say Blink. She is one of the greatest teleporters.
Batwing. I know he isn't old enough to get massive press. but his seems to be one of the best series of the New 52 i'd say thats pretty good since most of the characters that were thrown a bone to get their own title have been cancelled already. HE SHOULD GET MORE PRESS
Marvel.... I don't know....I haven't seen Gambit in a while.. he deserves as much respect as any of the other marvel heroes with their own book. but I am not as familiar with the other marvel self titles
For the DcU I feel it's the Question and for the MU it had to b Forge. Forge being able to create anything with just his thoughts is something people don't really pay attention to.
