in marvel and dc comicshas to be a normal soldier, no powered characters....in terms of military, operative skills etc.
If you mean most skilled as in having the most in depth understanding of military functions/operations, then I'd probably say Captain America. If we're taking about the most martially skilled soldier, I'd put my money on Orson Randall or Wolverine.
