I love the Apocalypse character, but I think in the end he's written weak for his hype. So maybe not overrated, but he isn't written to live up to his buildup.

My vote is for Lex Luthor. The main reason I don't like Doom/Luthor comparisons is that Doom is the most villainous human mortal, like Luthor, but he's not over-exposed nearly as much. Every single major DC story arc has Luthor doing something right in the middle of it. Does the guy ever take a day off? DC needs to put more energy in building up their B and C list villains. It's always Luthor, Luthor, Luthor.

@jokergeist: Overrated ≠ well-liked. Overrated means exactly what it says, highly rated to a point above its actual worth/value. He can be overrated by the majority or by the minority, but he's still overrated.
