Please show me this? Last time I checked runner only raced in one race against all these other weird beigns and Makkari wasn't one of them.

Yes Runner had the soul gem. Thanos took it away after runner was dumb enough to let thanos talk and explain that the gem didn't make him any faster when he thought it was. Then thanos turned him old.... Makkari is a cool character though he really like a weak version of runner.

Makkari was depowered...before he could teleport.

I mispoke as well...Makkari didn't beat Runner he beat Hermes.At his current level he is near light speed.But he has outran most of the above.

Makkari never raced the Runner if I recall correctly. Not seriously in a marathon. The Runner came to Earth seeking the fastest people on Earth and Makkari kept pace with the Runner before the Runner dusted him. They met up again while Makkari was training for the race to see who was the fastest on Earth, but the Runner did not participate (much to Makkari's dismay) in this race between Black Racer, Captain Marvel (Monica), Speed Demon, Super-Sabre and the Whizzer (Squadron Supreme).

That race, which takes place in Quasar #17 ended with a new contender--Buried Alien (supposed to be Barry Allen, the Flash who had died in Crisis on Infinite Earths), suddenly coming to Earth-616 and beating everyone else in the race. Makkari came in a close second to Buried Alien and the Racer took Buried Alien off.

The next race--which takes place in Quasar #58 (it may be 57, I'm not sure), the Runner hosts a Galactic Marathon which Buried Alien (now going by the name Fastforward) and Makkari take part in. Makkari winds up winning (though, Buried Alien threw the match because one of the other contenders was trying to sabotage the others, so he dropped out to handle said racer). After Makkari wins and returns home, he notices that everyone is frozen, but the reality is is that the Runner's gift to Makkari for winning was moving and thinking and hyperspeed all the time, meaning that everyone moved much too slow to interact with save for the Runner and select other speedsters/time manipulators.

The Runner's plan was to race him AFTER Makkari had received his gift to see who was the fastest between the two, but instead of racing the Runner, Makkari winds up heading off with Buried Alien to find a cure for the Runner's hyperspeed gift.

So, no, to my knowledge they never raced, though Makkari was stated to be the fastest man in his galaxy.

Runner, Makkari, Quicksilver. If Fastforward counts, I think he's still faster than Makkari and would go somewhere between Runner and Makkari.

No, I'm wrong, Runner was indeed part of that race. Could've sworn he wasn't. Makkari did indeed beat the Runner.

So I'd say--

Makkari, Runner, Quicksilver and somewhere above Quicksilver would be Buried Alien.
