That's cause Sinestro is all types of cool.
I like Joker and Mr. Freeze.

Flash's Rogues are vastly underestimated, even though they are probably the most coordinated group of villains in the DC Universe. They definitely are a competitior. I think Lex Luthor is another one simply because his genius is like no other. He'll find something to manipulate his desires. Sinestro is another great villain, being the biggest threat to the Green Lantern Corps. He also killed all the Guardians except Ganthet and Sayd and controlled Parallax. Darkseid is another one. I hated how they portrayed him in the New 52. He was a monster with power rather an manipulative genius that once controlled and used sixty million Daxamites without a sweat.
@viperking: yeah, the Darkseid portrayal was disgusting. He was more evil in JLU.
I also really like the Al Ghuls
Can't go wrong with Lex Luthor. He has such a strong hate towards Superman, and clear intentions as to why he wants to be better than him. It's so easy to understand his motives, he becomes very relatable and interesting. Perfect definition of an arch-enemy.
Joker is my favorite.

Luthor, Joker, Darkseid are the 3 greatest DC villains. (dis)honorable mentions go to Black Adam, Sinestro, Ra's al Ghul, and the Rogues.
To me the best villain is not the one who kills the most but the one who pushes a hero to the limit and that sometimes makes you wonder if his way is correct. I would say joker but i'm a huge batman fan and joker is big part of that. So i guess sinestro would be it. He's just a great all-around villain who thinks he is the good guy and really makes you wonder the "heroes" morality.

LEX LUTHOR
For me, Lex Luthor is one of the best-written characters in the history of comics. Lex Luthor is a hero. He built Metropolis - the city of tomorrow at the fore-front of technology in the world.
His resentment of the people of Metropolis for their unconditional love for Superman, while he had to earn it, drove him to devote his life to better the Man of Steel.
Lex possesses the most brilliant mind in the DCU and as a super-villian, rubs shoulders with the likes of Darkseid and Brainiac.
At the same time, he is mankind's greatest threat, but also their true savior.

Lex Luthor & Joker are the epitome of villains in the comic-universe, just as their counterparts are the epitome of heroes.
