Who is scarier batman or the hulk?
Batman is scarier. He's being termed the most dangerous man by Superman. That has to count for something.
Hmmm well Batman is scary in the way that you know there's a serial killer on the loose. The Hulk is scary in the way that you know a tornado can strike your neighborhood without warning. I worry more about serial killers. So to me Batman. However, if there was a tornado touching down in my neighborhood, if the serial killer was standing there trying to kill me...no, I'd still be more worried about the serial killer. In fact I'd try to run toward the tornado so maybe it'd get him too.

a pissed off batman for me is nearly the equivalent to savage hulk. Id say tie because a world with batman is gonna scare the beetle juice out of everyone just as much as a giant green unstoppable behemoth.

I'd go with Hulk just because of some facts about both characters.
Batman is scary, but the point of him is to strike fear into the hearts of criminals. There are plenty of innocents who are scared of him, but if you haven't done anything wrong you tend to have no reason for Batman to go after you. He's even given some level of comfort to innocent people when he sees some of the hardships they're going through (maybe not in recent years).
Whereas the people who are afraid of the Hulk are also afraid of Bruce Banner. Nearly everyone walks on eggshells around him because they know what will happen if they set him off. And while an angry Batman can sometimes be reasoned with or taken down, and angry Hulk tends to keep going until whatever angered him is destroyed or until he calms down naturally, because there is little that can stop him.
Both are very scary, but someone above compared the fear Batman gives to that off a serial killer being on the loose, which is very scary. But I find the Hulk scarier because he's like a force of nature. A serial killer can be stopped. A force of nature can't.
Come on if you meet a giant big as shit man in a dark passage in front of you turn around run and hide behind the next wall just before his fist appears right next to you through the wall.. that's way scarier than some pretty boy in a costume. He is still human
