Who is Saviour Cable?

As the title says really :p I've heard this term being thrown around a lot so can anyone help me understand what Saviour Cable has over regular Cable and what powers he has, etc... Thanks :)

During the crossover with Deadpool. Cables abilities had skyrocketed. He could casually read every mind on the planet. Rebuillt Genosha and kept it afloat with just his mind. All while being able to concentrate on other things. And the only person that could stop him was the Silver Surfer.

Savior Cable is seen in Cable & Deadpool with his powers near X-Man(Nate Grey) levels no longer being hindered by the Techno Organic Virus.
