Probably Batman
when i think of strongest i dont think of who can bench the most weight once. To me strongest is peak of human condition, lift/throw/carry well over their body weight, climb buildings, sprint/run, swing/climb robes, etc at an extremely fast pace and for a long time
has to be batman or ozymandias. some notables are daredevil and damian wayne (stuff he can do at an young age is ridic)
Kingpin? The Russian?
This makes more sense to me than Batman.
Captain America is "the pinnacle of human evolution", meaning regardless of his height or weight, he's still as good as a human can get. People without the super soldier serum are still limited by their height and weight. Kingpin is a good bit larger than Batman, which leads me to believe he's probably physically stronger, through weight/height/mass.

Here's the thing... Batman, Captain America and others (those two in particular though) are touted as "peak human". The world record for a bench press is 327.5 KG (722 lb) without a special bench press "shirt" which actually assists with it and provides greater lifting ability (the record here is 488.5 kg or 1076 lb). These numbers are well below what they show in the comics, so really aren't they still super-human?

Based on my encounter with the user, I wouldn't say it's far fetched. *shrugs*
Well I've seen thugs that are way stronger than Batman. For example: the Ventroloquist's minion, rhino I think was his name, Ras Al Ghul's minion Ubu. The Kingpin is also stronger due to his superior weight advantage. Weight is a significant factor here.

Well it says 500lbs on one side.

This is the first time I've actually seen the scan, I've heard people mentioning it from time to time but the absence of his super strength didn't come up. That's pretty impressive though.

No he says he lost his "Super strength". He had Super strength for some time when the Super Soldier Serum interacted with Viper's poison. That is what this scan is in reference too. when Steve loses the Super Soldier Serum he reverts to being a 98 pound weakling.

No problem at another point The Serum starts breaking down slowly, and Tony and pym designed a special exoskeloton/powered armor, for him which he wore briefly.
