Overall, Tony is smarter than Bruce in terms of pure IQ. However, I think they have different parts where they are smarter, for example, I think Bruce is smarter as a strategist and tactician, but Tony is smarter in inventing new things and just general IQ.
It is kind of hard to tell. Who is more intelligent - Mozart or Newton? Intelligence is not so easily definable, being super smart is not as easy a measurable ability as saying someone can life a million kilograms for super strength.
Tony when it comes to tech and tech-related fields.
Bruce when it comes to everything else.

I find it silly that anyone with a modicum of knowledge about these two characters from the comic books would think Tony is "easily" more intelligent than Bruce.
Batman has the higher iq but tony has more engineering knowledge whilst Bruce is more of polymath though iron mans knowledge could still outweigh batmans. It should also be noted that Bruce couldn't focus all his time on science since hes also a master martial artist.
