It depends on a few things though. Are various items/artifacts included? Which versions of the villains(current, or most powerful)? Is it only current villains that count, or do villains that haven't been seen in a long time, count as well?
Sise-Neg, is a pretty good contender for the title.
Mikaboshi as the Chaos King, is another good contender.
Zom, Abraxas, Magus and Onslaught(at his most powerful) are all good contenders as well.
Shuma Gorath, is another good contender.
I'll stop for now, I could keep going for a while :P But all of these, are far beyond people like Thanos, in terms of raw power(comparing thanos to them, would be like comparing amoeba to thanos, and that's being nice)

after looking through your opinions this is my top ten.

5.doctor doom

7.zom
8.void
9.apocalypse
Dr Doom is the most powerful Earth Bound villain, due to resources, intellect and magical powers.
Universal I would say maybe Chaos War Mikaboshi and Galactus (though not a true villain he has killed countless people, good or bad).
Outside of the Universe would be Dormammu and Shuma Gorath I think.
