Even Thanos with infinity gauntlet and well fed Galactus aren't equivalent to Anti-Monitor, let alone Ultron and Apocalypse. I would say the most likely answer is Beyonder, but that's just me.
Probably Galactus. That's the closest Marvel character I can think of who matches up to the Anti Monitor.
I think Imperiex is more like Galactus. Anti-Monitor has no equivalent.
Hmm not too sure about that. Galactus at least doesn't go around destroying the universe to create a new one, just planet after planet. Different motives and all that. Besides Galactus at least has a semblance of a consciousness about the things he's done. Imperiex didn't show that. But I do agree with you, the Anti Monitor is a unique villain. That's what made him so great in COIE. His after appearences, not so much.

Well, Marvel Cosmic is genereally full of vastly powerful entities and abstracts. This description looks kinda like Oblivion or Chaos King.
Power wise, I don't think there is anyone in the Marvel Universe (or Multiverse) who is exactly on his level. Some may be above, the vast majority below, but none quite equal to him. Position wise, there is no character who's goal is to eat other universes and expand their own.

Many Angled Ones (killed Death and created the Cancerverse), I think Galactus could, but his own restraint prevents it. Thanos has acquired, and lost, such ability repeatedly, but isn't on a normal basis quite so powerful. The Celestials would be an obvious answer, I think.
In terms of destruction to earth and who villan....ultron for sure....he would ensalved....kill....recreate in his image and then destroy the world....with the other guys they would just destroy everything....maybe thanos might toy with earth but not for long.
But in terms of who's on the same power level the beyonder or UN galatus closet I can think
