Who is Doctor Welles from the "Flash" tv series?!?

Who is Doctor Harrison Welles? He seems to know everything, as he has some sort of time machine. He is kinda an evil character, he killed a man so that Barry is a secret.

I'm watching the series and i can't relate Welles to any character from the Flash comics ( i'm not a great Flash fan, i have only few comics & basic knowlegde about him ).

So, who is that guy?

The alias is completely original to this TV show, but the number of characters he could possibly be is a very tough one to figure out.

Another possibility is that Eddie Thawne is Cobalt Blue.

Also, Eddie Thawne character is older than Barry. And they are said to be brothers

But this is the company that also changed Black Canary's name to Sarah Lance instead of Dinah, so I'm not holding my breath.

Though, the pictures that just released for the Reverse Flash look an awful lot like that cop.
