I think it's even when it comes to intelligence but Marvel seems to be far far more fictitious when it come to science than DC. With a guy like Reed there should be no world hunger, cars shouldn't run on gas and etc. Marvel earth as a whole should be a paradise but somehow it isn't.
I think part of the reason Marvel characters tend to be smarter than DC ones is because the Marvel U is largely centered around science fiction, which differs from the DCU which is more fantasy based.

The Question has been stated multiple times to be a genius, and is noted to be the second best detective in DC behind only Batman. Read his comics. Same wih Tim Drake, Professor Zoom, Hamilton, Midnight, and the Riddler.

Marvel, though DC goes underrated for having plenty of highly intelligent characters because Marvel has a lot more focus on smartness in a lot of their stories.

yes... they are great but the question states: who has the smartest? And here I'll show you how to challenge a claim
1. Reed Richards: I love him, great character. Amazing feats. For all his brilliance he is clueless in being a good husband, a responsible father figure, could never cure Ben and keeps putting his family in harm's way all the time! Did he ever realize that Namor wants to *&^** his wife?
2. Doctor Doom: He's not smarter than Lex Luthor or Brainiac or Brainiac 5. Hell, I would claim Bruce Wayne is more brilliant than he is if it weren't for the fact that Bruce is too busy and too obsessed trying to prevent every crime committed in his city. You see for all their genius showings, every one of these guys have some psychological glitch in their brains.
3. Hank Pym: Creator of the Avenger's number 1 enemy. Nuff said.
4. Bruce Banner: He's great but plenty of DC guys stomp his intellect. For example he's a hell of a scientist but could he discover Batman's true identity like Tim Drake did. Could he lead a team like Tim Drake leads the titans? Could he find Batman the way he figured out that Batman wasn't really dead after Final Crisis?
5. Tony Stark: I give you Henry Irons, minus the billionaire inheritance angle.
6. Beast: Nah
7. Black Panther: Ras Al Ghul. Can BP prolong his life for centuries the way Ras has?
8. Amadeus Cho: ouch, I don't remember him right now. lol. I'll get back to you on that one.

@blackdog2009: You forgot to list Superman. He might not be a genius or whatever but he is very smart and quick witted.
I did list him. Superman has genius intellect. He defeats most godlike beings with his smarts. Mxy is one of them. In Superman's line of work he must be a genius, able to deduct and out think nihilists like Brainiac, Darkseid and other cosmic despots.
Each character in Marvel and DC is exactly as smart as the writers need them to be. It's impossible to say really. Every character that has super intellect still has "holes" in their character's logic. Why can Reed Richards create darn near anything he wants in ten minutes, but can't cure the Thing? Wouldn't be good for the story. The same goes for any other character.
