Right now...DC.
All-time..too close to call, but most "legendary writers" the last thirty years cut their teeth at Marvel (Byrne, Miller, Conway, etc...)
I don't know...
DC has Snyder, Azzarello, and Morrison.
Marvel has Waid, Slott, and Hickman
...I may have to give Marvel this one...

@drgnx: Is it because that DC has better writers?
No, I think they both have good writers, I think DC has a much more interesting top lineup of heroes and villains while marvel has an overall better spread (so on a list (my list) of 100, most of the top 15-20 spots might go to DC, but there might more 60+ Marvel characters on the overall list).
marvel cause of jonathan hickman
Oh, I forgot about Lemeire........ So torn.
DC, because Johns made Aquaman a intresting character, the man deserves a Eisner award and job for the IMF.

this. He also made Green Lantern interesting again, had a pretty good run on the flash, and made Action Comics a readable book again. I honestly dont know where DC would be without Johns.

In a pot hole wishing for a miracle.

I should say DC right now. They have Snyder,Azzarello,Johns,Lemire and other great writers.
I agree. Marvel only has........
well, Mark Waid.

While I agree, Mark Waid's the best writer working at Marvel right now, you've also got Hickman and Slott.
Personally, I might just give it to DC because of some reasons listed before, but even thinking about Waid's DD or Hickman's FF work or Slott's epic Spider-Man run, makes me do a double take.

Well, he sort of is screwing over Spider-man sooooooo...................
I voted Marvel but lets do the math. First lets take Brubaker, Rucka and Morrison off the table. All 3 still have work coming out at the moment, but are on their way out of mainstream comics all together. Top writers are not necessarily the best or my favorite but they're the one's writing the flag ship books at the moment or in some cases have big followings. Honorable mentions are the work horses. Great writers turning out great stories and never getting top billing. New comers are writers making their debut in comics or jumping ship from independents. Disclaimer: A lot of this is opinion so please dont send me your petty complaints.
DC's Top Writers:
Geoff Johns
Brian Azzerello
Scott Snyder
Jeff Lemire
James Robinson
Scott Lobdell
J.M. Straczynski
Andy Diggle
Honorable Mentions; Bill Willingham, Gail Simone, Joshua Hale Fialkov, Gregg Hurwittz, Kyle Higgins, Justin & Jimmy, Peter Tomasi, Keith Giffen, Dan Jurgens, Tony Bedard, Peter Milligan, Fabian Nicieza, China Mieville
New comers; James Tynion IV, Justin Jordan, John Layman, Robert Venditti
MARVEL's Top Writers:
Brian Michael Bendis
Johnathan Hickman
Rick Remender
Matt Fraction
Jason Aaron
Mark Waid
Kieron Gillen
Dan Slott
Jeph Loeb
Nick Spencer
Brian Wood
Garth Ennis
Honorable Mentions; Jeff Parker, Greg Pak, Peter David, Chris Yost, Christos Gage, Cullen Bunn, David Lapham, Marjorie Liu.
New comers; Simon Spurrier, Sam Humphries, Dennis Hopeless, Joe Keatinge,
It seems Marvel certainly has a monopoly on the big names in comics. DC has a smaller stable of big name writers with larger work loads.

Besides that he has made some pretty great Spider-Man stories.
@longbowhunter:
@Billy Batson: There were several writers I left off the list for various reasons. Ann Nocenti, Andrew Keisberg, JT Krul...etc. But China deserves a spot. I like Dial H quite a bit.
@drgnx: @xxxddd:
Impossible Mission Force.
@xxxddd: He means well known writers whose work sells, not necessarily good ones or else Loeb wouldn't even have been mentioned.

@longbowhunter: I don't think Bendis should be in the list of excellent writers anymore.
I stopped reading his runs after Ultimate Fantastic Four.
I can't speak for his current stuff but his old stuff is great. Hopefully once he stops writing every Marvel title at once he can get back to doing more stuff in the same style as Alias or his Daredevil run.

What's a impossible mission force?

How is Loeb still employed?
@xxxddd: you have never seen Mission Impossible?
@xxxddd: Its a real shame. The Marvel color books and his Batman work was really great. Last things I read by him were Ultimates 3 and the first few issues of his Hulk run. Not good, and the reviews for anything more current get worse and worse.
@xxxddd: It seems his writing took a dive after his son died in 2005. I cant say there is a direct correlation but something like that cant have a positive effect on you.
