Easily Static. When Milestone was still around, they had some pretty good stories. Cyborg on the other hand has been irreleveant for the better part of 30 yrs or whenever he was introduced. He only started to become significant within the last 3 yrs or so.

Haha, the Static cartoon was a big part of my childhood, so I'm gonna have to go with him. Plus, the Milestone solo series that he had was some good comic-book storytelling. I think overall, DC's probably tapped more into Static than into Cyborg. No disrespect to Vic (he's got a cool look and potential), but as of now, Static has my vote.
I like them both, but I chose Cyborg, because it looks like he'll need the extra votes. Truthfully, the problem isn't with Cyborg's character, he has alot of potential. The problem is with DC's will to develop that character.

Cyborg is a great character, and really does have potentinal. However, DC doesn't like to develop certain characters. The guy needs more attention.
Static is good, but I always liked Cyborg better.
@theatimeStreamer: What? Their only thing is that they're black? How is that a thing? As of now, Cyborg may be bland in JL, but that's because he hasn't yet received his own story. Static, bland?.l Please! He's such a three dimensional character if you've ever read the Milestone comics. Most people just saw the cartoon and can't even remember his name isn't Static Shock.
