Doom treats his test subjects like rats. He's wiling to do anything for knowledge and power. He's more ruthless than DS or Mephy.

Once thanos become a good person, and I know what does Doom does with his test subjects, I have seen that, I have read that. Your problem with ruthless, is that most of the people that you have in that cathegory kill, their victims... Being ruthless is not just kill someone, where is the cruelty, the satisfaction of it, taste every second when you are kill them. Mephisto have all the souls for fun kill and torture those souls once and once again, and no matter if you haven't seen that in a comics, is what he does, most of the time he is just another character that rarely appears, but he is the incarnation of evil, and he known that at the end he would have a lot of souls to play, nothing that Thanos does in life can be compared with the Hell.
