Which superhero team has the hardest villains?

I am not talking about the strongest villains but rather the toughest villains based on that teams strengths and weakness so while the avengers have fought some tough baddies you have to remember they have the hulk and thor .

Probably the FF.

Oh yeah and temporary powered up villains don't count so Thanos with Ig would not count as a villain since it was not a permanent power up.

The Fantastic Four if not them than probably a team like Justice League and The Avengers.

@koshi_waza88: Difficulty is proportion by the strength on ones hero A owl is not a tough villain unless his opponent is a mouse something like that.

What about teen titans they were all young heroes and they fought some big hitters?

Probably Fantastic Four, they fought villains that larger teams like the Avengers or Justice League would struggle with.
