Tao and Sebastian. Tao for the indirect manipulation and control of governments and worlds, and Sebastian for the direct physical threat he and his army and tech bring. They work very differently so there's it's not like they really compliment each other, more that they can both conquer in very effective ways and if they found a way to work together (maybe be splitting up and working on different civilizations at the same time) it would be perfect.
Thanos + Darkseid is almost unbeatable, though if you'd had Thanos and Doom i'd have voted for them. That is the ultimate team for me (at least with prep anyway.)
