I would go with Janemba.
Then as for the good guys, I would go with Tien. He used to be rivals with Goku and destroys some mean ass (no homo) in DB, then he just falls of so hard in DBZ.

@Raizex: Probably Future Gohan. He was awesome (I have a beautifully crafted figure of his imported from Japan.) We really only saw him in one special (History of Trunks) and I thought he was really interesting. The last remaining Z-Fighter and the trainer of Trunks. He was so different from regular Gohan, and since Goku died when that Gohan was very young, his skill set is definitely reflected by Piccolo who pretty much took over the role of Gohan's father (even more so than in the main timeline.) Letting him use Special Beam Cannon was so awesome, and was perfect for a dude with one arm. Speaking of which, I loved how Future Gohan losing his arm was a foreshadow to regular Gohan's fight with Cell.
But yeah, any of the characters who mattered in Dragon Ball definitely needed more time in Dragon Ball Z.

Exacta. The non saiyan characters need some focus. At least piccolo does. he got two major power ups in the seris, and both did nothing except losing to the next level. At least his reunion with kami should have been a winner. I was damn angry when he lost after that.
Tien, Chaotzu, Piccolo, the list goes on...
Yamcha most definitely out of them all, at least Tien and Piccolo were used for something. They pretty much threw away Goku's 1st enemy and friend from DB, and turned a potentially good character into a wasted one...though at least filler gave him somewhat of a spotlight.
Mr. Popo needs his own spin-off.
Every single non-Saiyan character.
Vegeta + Bulma. But really all of them except Goku need more focus. Id like to see kid trunks and kid goten grow up and be buddies etc... but really, you need to give more focus to all. although Vegelma is my favorite point of the whole series i'd like to dig in more

kinda a moot point since they do a movie every few years . so no new series unless its a retelling which i do not completely mind , toei seems to hint at it from time to time . and its been 17 years since the last episode (not counting blue ocean , funimation, or kai )
