What's the name of this 90s comic?

Well, i got a huge problem, there is a comic i used to love when i was a child but, i can't remember its name.

I remember som general things.

1. It wasn't manga.
2. It was a 90s comic (between 1994 and 1997 i think)
3. The comic's atmosphere was very dark. (not a child comic).
4. The story ran in a not too far future.
5. There were guys flying with jetpacks and armors which looked like Boba Fett's. (They seemed to be guards or police members).

I remember some things about two characters who appeared in it. (a guy and a girl).

The guy.

1. He seemed to be a prisoner.
2. Maybe middle aged but with age marks (very ugly).
3. Body tipe, standard and very lightly ripped.
4. Partially bald, with long and red/orange hair.
5. Addicted to lollipops.
6. One eye always closed (dont know the reason), the other was normal.
7. Grey/green skin.
8. He seems to be evil.
9. I remember him escaping from prison and climbing a mountain, then he put on a kind of bone-armor and gathered a lot of people around a camp fire and made a speech. (looks like he is a sect leader or something).

The girl.

1. Dark hair.
2. Seems to be a spy.
3. Great bunch of hiden gadgets.
4. Laser hiden under a finger nail.
5. Rifle in her back, hiden by a layer of sinthetic fake skin (i remember her ripping it to grab the weapon, disgusting)
6. She was human. (i think).

I know its barely impossible to guess the name of this comic book. But its the only way to try. I will post more details in order i remember.
