And Morrison's Doom Patrol (though that's absurdist and dark comedy)
the funniest I read are manga like Tuxedo Gin and, ironically, Jackie Chan Adventures. (which is just screenshots of the show with word balloons attached, not sure if you'd call that a proper manga) There are others too (manga = funnier than western comics?) but those 2 are probably the funniest from what I've read.
If my answer has to be a western comic, the answer is definitely anything with the X-Statix team.

Nonstop laughs

Really dark, but a lot of comic moments
Nextwave as far as regular comics go.
Webcomic wise, either Nedroid or Problem Sleuth.
Anything from Green Lantern (Silver Age).
I never got to read all of it, but there's these issues of Deadpool that tie in to SIEGE where he "creates" a magical hammer and decides to give it to the Walrus because "it's his destiny".
Unbeknownst in the beginning, that seemingly average hammer actually IS magical and is sought after by two men who are involved with Werewolves somehow.

Anything with PIS in it.
I'm going through the Civil War right now and I always get a chuckle from the Wolverine and Deadpool issues.
The Harley And Ivy mini-series is pretty funny.
I haven't been reading for a terribly long time, but one stand-out funny was the Deadpool story in X-Force Annual #1.
