The earliest I found in Earth 1 is Batman 323.

She's kinda been on-and-off throughout the years. But I think she's been pretty consistent ever since Batman: Hush.

Catwoman is an undecided character. She can be one of the good guys at times, but she's also been bad at times.

In the bronze age, Len Wein started the Bruce Wayne romance with Selina Kyle. The first hint seems to be in Detective Comics 480 (Sept Oct 1978) (Clayface is the villain) wherein a woman who looks like Selina has a brief appearance. Soon Len Wein also took over Batman and Selina had an appearance in Batman 308 (Feb 1979) where Batman fought Mr Freeze.
