Why are you asking other than The Dark Knight? That's nowhere near the best.
For the question, probably The Avengers, The Dark Knight Rises, or Batman Begins.
Are you saying that is better than the dark knight? I hate Ledgers joker, but the film is ok, rises is a bucket load of problems and horribleness.
I would say Avengers, Iron man or X2. For its time Spawn is great. Blade was awesome back then too. Watchmen is certainly underrated.
For me it depends on how you rank it:
Best comicbook movie I didnt know was a comicbook: Blade (from before Twilight ruined vampires, and so risky Marvel wouldn't put their name on it).
Best Superhero movie: Batman Begins.
Most ambitious: Watchmen
Best straight up adaptation: 300

Toughy.. I guess the following are in my top list.
- Spider-Man
- Iron Man
- Captain America Winter Soldier
- The Dark Knight
- Captain America First Avenger
I'm going to split it into two categories, best team comic book film and best solo comic book film, mostly because I don't think it's fair to judge a team film the same way as a solo film.
Best Team Film: The Avengers
Best Solo Film: Spiderman-2 (I'd actually put it above the Dark Knight)

All of these are better then TDK.
While I'd still put TDK at #1 (so far, maybe that'll change in a week to ten days..yes, I'm going to wait that long to see Winter Soldier, so I don't have to fight crowds, stand in line and deal with noisy kids) if we're excluding that, I'd be torn between MOS (For me, the polarization film tells me it's actually great.) and Iron Man. To this day, I am sad that IM 2 and 3, while box-office hits, had such a decline in quality. Superman and Superman II, (The Christopher Reeve films) are maybe the most fun, but I cringe when Zod and company use their "telekinesis" powers, and when they use their super-breath to attack Metropolis, and folks are still walking in and out of Kentucky-Fried Chicken places like nothings going on. The first Superman was a bit less campy, but the Ned Beatty character who was there for comic-relief, that I could have done without.
