Comics have been going on a while. There are a lot of characters. A LOT of characters. The vast majority enough aren't powerful or important enough to even get their foot in the door, or off the wall enough to be given the chance a certain team of Galactic Guardians got. However, there's another route for villains: Movie fodder. The guys shown off at some point or maybe even multiple points as very minor threats that aren't really related to the plot so much as just fleshing out the world and showing the day to day nuttery of superhero life.
The first example of this that comes to mind is Batroc the Leaper: Was he overly important to the plot of Winter Soldier? No. Could have been literally any mercenary. But it was cool to see him as someone we know. And there are a LOT of villains on his tier that could be put in the movies on the same scale.
So what villains would you like to see as movie fodder, and in what hero's movie? Personally, I'd like to see Boomerang in a Spider-Man film.
