Was the Kingpin truly a villain?

Yes, I know he was a gangster and cold-blooded man, however, Fisk never struck as a particularly evil individual compared to Osborn, Doc Ock, Carnage, Venom, Shocker, Lizard, etc, etc and probably had a lesser body count than them. He also didn't orchestrate atrocities. Fisk was more on the lines of a corporate figure who cared less to kill innocent civilians and cause mayhem like the maniacs on Spider-Man's rogue list.

In all Fisk through society's cruelty was forced to live of crime and is one of the least 'evil' villains in comic history.

1. Fisk was the man who hired Osborn, Doc Ock, Carnage, Venom, Shocker, Lizard, etc, to do all their evil deeds.
2. and would you consider Lex Luthor evil,? He's the DC version of Fisk
3. Plus old school Fisk was a lot more hands on against Spiderman

Very bad comparisons.

Fisk maybe doesn't (or at least rarely) gets his own hands dirty, but he is doubtless responsible for many deaths over the years. If I recall correct, he's the one that hired Bullseye to kill Elektra for example. He also put the hit on Aunt May, and those are just name characters that we know about, he is doubtless responsible for dozens, possible hundreds, more. Kingpin may not be the one that pulls that trigger, but he's the one that gives the orders to do so, you could actually argue that makes him worse then the average supervillain.

Additionally, your comparisons are pretty bad.

Ock & Lizard were both originally scientist that were trying to better humanity. The accident that gave them their powers also warped there minds, but in both cases aspects of their former selves occasionally seep through. Villains sure, but not really evil in my mind,

Shocker is the least evil one there. He's just a guy who made a cool weapon and decided to use it to pull a heist. The guy actually tries not to kill, and wont take assassination type jobs. He's more a guy that made some really poor life decisions then a true villain.

Venom's an odd one, he himself thinks of himself as a good guy, and is occasionally a vigilante type character. He's definitely responsible for several deaths though. Certainyl a villains regardless of how he sees himself, not sure if really evil though.

Osborn and Carnage are the only two that you named that are genuinely evil, and are probably the only two that have caused more death's then Fisk. (Maybe also Ock).

Hum... Yes he was a villain. He just doesn't have more impact than the likes of Doctor Doom, Loki and Apocalypse, but he was still head of criminal organization.

I think he just meant that he wasn't as bad of a villain.

According to The Man without Fear (some see it as canon other doesn’t) Fisk earns money on child pornography I think that says a lot about Fisk. In general Fisk cares about money first then human life and that is real only the ones that a close to him like Vanessa (even though he has also shown a kind a respect for Daredevil. After all he is helping Daredevil to safe Elektra in Issue #190 (if I remember correctly) Fisk is smart business man and know how to get the job done without getting his own hands dirty. You could say that because of this he is more cowardly because he doesn’t do it himself).

Kingpin may not qualify as a Super villain, but he has done some fairly evil things, for a long time he pretty much ran all the organized crime on the east coast and ordered hundreds of murders and assaults

Fisk was evil to the bone.

Not as bad as Doc Ock or Dr. Doom.

He is a mob boss. Just because he is not attempting genocide every other week doesn't mean he is not evil af.

Fisk also got a crazed Vietnam era super soldier to literally lay waste to an entire block in hell's kitchen and kill hundreds of people in the process without thinking twice just to get Daredevil out in the open. Fisk has zero morals and is pretty much as evil as any other super villain out there imo if not more so.

He was kind of sympathetic in Daredevil. He was wanting to go straight before he lost his wife.
