Fisk maybe doesn't (or at least rarely) gets his own hands dirty, but he is doubtless responsible for many deaths over the years. If I recall correct, he's the one that hired Bullseye to kill Elektra for example. He also put the hit on Aunt May, and those are just name characters that we know about, he is doubtless responsible for dozens, possible hundreds, more. Kingpin may not be the one that pulls that trigger, but he's the one that gives the orders to do so, you could actually argue that makes him worse then the average supervillain.
Additionally, your comparisons are pretty bad.
Ock & Lizard were both originally scientist that were trying to better humanity. The accident that gave them their powers also warped there minds, but in both cases aspects of their former selves occasionally seep through. Villains sure, but not really evil in my mind,
Shocker is the least evil one there. He's just a guy who made a cool weapon and decided to use it to pull a heist. The guy actually tries not to kill, and wont take assassination type jobs. He's more a guy that made some really poor life decisions then a true villain.
Venom's an odd one, he himself thinks of himself as a good guy, and is occasionally a vigilante type character. He's definitely responsible for several deaths though. Certainyl a villains regardless of how he sees himself, not sure if really evil though.
Osborn and Carnage are the only two that you named that are genuinely evil, and are probably the only two that have caused more death's then Fisk. (Maybe also Ock).
