For me it'll be Norman Osborne and Black Adam
Villains that outgrew their hero ?

I'm curious how Norman outgrew Peter, assuming that's what you meant. You mean how he went on to fight the Avengers and all that? I agree it elevated his status a bit. He still went on to continue being the Green Goblin and a Spidey villain though.
Same as how Lex Luthor is a villain to the JL and Superman as a solo.
Or maybe I'm not understanding haha.
@granitesoldier: Ok I dont mean they will never fight their villain but that they will go on to fight others and not even see the hero they started out with. Hope that explanation wasnt as terrible as it sounded

Oh ok I understand now. I thought you meant they "moved on" and purely became a threat to a team or something like that.
Movie Loki
I think Thanos is the ultimate example. It's hard to say what Marvel franchise he belongs to. Adam Warlock and Captain Marvel are his two arch-enemies, but he's so much bigger/ more popular than either of them. He's survived cancellations of 5 series where he served as a main antagonist (Adam Warlock, Captain Marvel, Silver Surfer, Warlock and The Infinity Watch, Guardians of the Galaxy) and still manages to show up in a huge event every 5 years. He also serves as the main character in many of his arcs, which is odd for a villain.
@stormphoenix: he has his own solo now so yes
@stormphoenix: Magneto is not a villain.
Damn. So many great answers. I agree with everything here. Especially movie Loki. I wouldn't mind if we got that last battle between him and the Avengers that was shown in EMH
Dr.Doom. While yes, he does skirmish with the Fantastic Four, he has evolved to become a universe wide threat.

I would love that
@stormdriven: Sorry for such a late response. But yeah it would be awesome!
@guardiandevil83: That fight was epic. As was the whole build up to it.
This guy.
Heh, Darth Maul.
This.
@stormdriven: Exactly. We have the players and if they use the visuals from TDW it would be awesome. I'm a sucker for a beautiful movie, although I was let down story wise. I wanted more of a sword and sorcery epic. They gave me Lord Of The Rings meets Battlestar Galactica
