Villains that Deserve their Own Movie

Who is there that needs their own movie? I personally say that Lex Luthor and Black Adam movies would be better than Superman and Captain Marvel movies

Obviously I'd like to say the Joker, but that kinda splits me. As cool and as awesome as a Joker movie would be, The best thing about the Joker is his mystery and lack of an origin. Like to keep it that way.
