Very hard but they are both really different. Image is more of a publisher and just delivers quality after quality original titles but Valiant takes my vote because since the beginning they have tried and succeeded at building a connected universe as well as having a pretty spotless record.

Image by far. I read all of Valiants books from relaunch until about last Fall. Here's what I ultimately concluded. They are trying their very best to make some really good comics, and some of them are, with the best creators they can get. I'd recommend everyone check them out and see if any of it is for you. The bad, they are trying way too hard to be just another player just like Marvel and DC. Unfortunately, they don't have the mainstream character popularity. They can't keep enough quality ongoings to keep people interested and have begun trying to relaunch books as mini series. The only book that has been able to keep a fairly consistent quality is X-O Manowar, and I'm sure even its sales continually dip. Personally, I think they would have been better off not going the shared universe route. I just don't think there is enough room in the marketplace for Valiant now.
Image on the other hand is a different thing all together. Great books all their own with great creators giving their best to tell the stories they want to tell in a variety of genres. If the book fails, it's on the creators not Image.

If you want a closely connected, fresh, small lineup of books all taking place in one universe that isn't convoluted - Valiant.
If you want an enormous diversity of writer-inspired books, most of which are supreme quality - Image.
You can't really go wrong with either company. Both deserve your money more than Marvel or DC.

Overall Image but it's hard to top Dysarts work on Harbingers and some of that early relaunch XO Manowar and Bloodspot.
Image stomps in both quality and quantity.

@guardiandevil83: Quantity isn't opinion, they make more than 9 books, lol. As for quality, I have yet to read a Valiant book that could beat Saga, or TWD, or Nail Biter, or Ghosted, I can on and on.
I keep trying out valiant, but I'm just not seeing where it gets all the praise from. I picked up the first issues of Imperium and Ninjak, and I'm on the third issue of Bloodshot Reborn, but I'm not hooked.
Image has yet to blow me away with any of its 2015 titles, but there are a lot of new books that have at least grabbed my interest.
@catsnlynne: I haven't, but I tried the first issue of Dead Drop, which had X-O Manowar, and I wasn't thrilled. Felt like the entire issue was just a chase scene.
@devitciiu: Heavil recommend X O Manowar, RV does a master class with building a new hero with it.
