Here's my list and it's not just DC or Marvel.
Shaft: From Youngblood of Image comics. Dude had the skills of Hawkeye/Green Arrow. But the the combat savy of Captain America. He was just a badass. Cool under pressure. Prepared for everything. He took down Badrock in a battle simulation in a matter of seconds. Beat Overtkill, and was the only human handpicked to not only join Youngblood, but to lead it. Hell, they even made Chapel take a SSS before he was eligible.
Radioactive Man: Yes. I'm talking the Simpsons Radioactive Man. I've read some of his comics, and while childish, his powerset is quite impressive. He's basically Superman/Cap Atom level. Hell his weakness is quite similar to Atoms. The lightning rod placed in his head are the only things keeping him stable, if it were to ever be removed, he would eventually reach critical mass and explode. He is also, for the most part, immortal. Since it is almost impossible to hurt him physically, and he cannot get sick due to being living nuclear energy. They should actually look into making a more serious version of him.
Shang Chi: How hard is it to write great stories about a martial artist? Especially one who is said to be one of the greatest on the planet. Prove it! Put him in stories were he has to use what he's learned over the years. Make him a member of the Secret Avengers or the reserves, and then have him go against characters who will push him to his limits. He could be used for more stealth missions, basically leaving him alone, and having to use his skill to survive.
