You have Wally on paper (OP) and Wally in comics. Its the tale of two Wally's. Wally has shown capabilities that make him easily more powerful than any of his allies, for example he once implied that if he didnt mind collateral damage he could essentially take Superman down in a single instant, without a single blow.
So, knowing how powerful he is, any fight that isnt an instant win, or especially any fight that is a loss, is basically him jobbing. In fact, he has even lost to low end superhumans like Deathstroke (twice).

Ah I see what you mean. He should be able to talk down Supes and the whole Deathstroke thing is high PIS.

MM is definitely a top-jobber. Though the one thing that could be used as reasoning (depending on the context) is that in his solo series (late 90's) they go into better detail about his powers & his strength/durability/speed are a result of him using his mental abilities & actively changing himself (ie: making himself more dense to withstand an attack etc). So if something is affecting his mental abilities, or even if he is having trouble concentrating in the midst of battle - they won't be as effective. (Compared to say Superman whose powers are mostly subconscious, "always on").
DCAU MM is probably the king-jobber. Any hint of being zapped with electricity and he's down for the whole episode. Hell, the whole JL was prone to getting zapped with an electrified staff & completely disabled.

@entropy_aegis: I'd say Victor got a good moment to shine recently. It was revealed shortly ago in Uncanny Avengers that Victor had sold a video tape of Wolverine curbstomping and drowning his son Daken in a puddle at the end of Rick Remender's Uncanny X-Force. It went to the criminal underworld, and ended up in the hands of the Red Skull, whom wants to use the tape to create more tension between mutants and humans, and the incident has hurt Wolverine's standing on the team a bit. It's not battle oriented, but I do think it's writers giving a good callback to how crafty Victor can be when he wants to f%ck with Wolverine's life.
