IMO, Joker, Riddler, Ra's al Ghul, Catwoman, Two-Face, Bane, Mr. Freeze, Scarecrow, Hush, and Poison Ivy.

It really comes down to The Big 5 and for Batman it would be The Joker, Bane, Ra's Al Ghul, Two-Face and The Penguin. I would have counted Deathstroke but he wasent the first to beat Batman one on one.
