Tier/levels class for MCU characters

Since it hasn't been done (or at least I don't think it has), I came up with a tier/levels class for SOME characters in the MCU, The method I use in which to put the certain characters in different classes, is based on equipment, skill, powers, and versatility. Tell me your thoughts, opinions weather you agree or disagree with the list.

low street level- Melinda May, Grant Ward, Mockingbird
mid street level- Black Widow, Hawkeye
upper street level- Daredevil, Captain America, Winter Soldier
low mid tier- Ant Man, Falcon
mid mid tier- Sif
upper mid tier- Quake, Iron Man, War Machine
top tier- Scarlet Witch, Vision, Hulk, Thor

Good but I would have daredevil low street tier

There's nothing to be gained from forcing the characters into a one-dimensional pecking order. It's all about context.

Ant-Man as he has currently been portrayed in the MCU is probably about right. I think if they let him go Giant-Man size he could move up the list. I think the MCU Scarlet Witch is overrated in your list. You have Falcon over Captain America. I understand why you would do that, but does anybody believe Falcon could take Captain America in a fight?

@just_sayin: I'm not saying he will win in a fight against cap, I'm just solely basing this on skills, powers, versatility, equipment. And falcon is alot more versatile than cap, but I think cap would beat him.

@nyhybrid89: Put Iron Man in top tier, he always upgrade his armor. Maybe you are referring to Mark 3-6 Iron Man.

Scarlet Witch and Falcon should be much lower in that list.

Daredevil is mid street level at best. I don't actually think he'd beat black widow or hawkeye.
