So the main strike force component would be Deathstroke, Black Manta, KGBeast, Lady Shiva, and Bane. Firefly would be a support element for air support, heavy artillery (explosives), using his flame thrower to create evasions and to separate enemy forces, and destroying evidence... Deadshot would provide sniper support. Lock Up would be their interrogations expert, to get information out of prisoners. Black Manta would be their amphibious and maritimes operations expert. The Shade would be the spy, their person on the inside, as he can hide in the shadows without anyone knowing he's even there.. He's potentially got the most dangerous job but then again he's also the only member with powers.

That would be a seriously heavy duty suicide squad. Obviously Deathstroke and Bane would be the main 2 strategists. Although manta is american I still think he could be a good African liason too considering his character and army is very connected with their roots and he is also a treasure hunter, much gold and diamonds are in Africa. Deathstroke though is an American in the comics and an Australian in the Arrow TV series, but I just see it as a matter of playing the storyline right. They haven't launched too deep into his storyline anyhow since the reboot.

Technically they'd be an iconic unit to figurehead and instigate the rise of an international shadow army. Amanda Waller ends up being approached to work a joint assignment between a highly secretive UN black budget organization of defense contractors and the CIA, and she's tasked with putting together a team of the world's hardest hitting assassins to carry out highly sensitive objectives in the interests of her contractors, all in an bid to declare war upon rogue metahumans (which seems to have long been in the cards for Amanda anyhow).
