Probably. Even with the few additions in AoU, there still won't be enough heroes for each side, if you remember the actual books, I think just the Pro - Registration side by itself is more than all of the characters from each movie in the MCU. I think that the Defenders from Netflix will be included and so will Coulson and his buddies and probably some of the "gifted" and "talented" characters they can't stop talking about on the show.

I wish. Could you imagine the massive boner fans will get from seeing that many big names in a single movie? That's a project that will make the first Avengers movie look easy.
