I would say Superman. From what I've seen, if I understand it correctly, it's his example that all other superheroes follow in the DC universe.

Captain America or Superman are guys I'd follow anywhere. Captain America is so competent and influential that his voice can command that of a god's.
Lex luthor became president nuff said..And Doctor Doom has been leader of a country for years,and led it to a amount of prosperity it never had before he took charge,and is loved by the inhabitants. Also you said most competent leader,Lex Luther took office,then went crazy,tried to kill superman again and ditched the office.

I am going to side with Batman and maybe Captain American(cause Cap is willing to kill and order it done).

i know Batman has a no killing rule but it seems that it might be ignored when fighting certain non human looking aliens.
Charles Xavier. He always got the job done and did what was right at the same time.No, this is simply not true. Xavier is still flawed and he has many failures; Legion, Vulcan's team, Danger etc.
Red Skull should at least be up there too... He took over the world once as Cosmic Red Skull, another time in Thunderguard or something after he killed Hitler and took control of the Axis Armies, and he had Washington DC to himself in Old Man Logan.
