Does this power generally include the ability to alter one's genes at will? Or another's? Or both?

I think it varies on the skill of the person, but it should, yes.

If that's true, couldn't it be said that the person with that power could change his/her own genes into a mutant to gain any mutant power?

If they knew the exact specific genetic code to do it. It would take up a really long time to do that though.
