Paw Paw can repel actual concepts such as pain or memories and also also transport the user. So far there hasn't been anything it HASNT been able to repel. Magellan poisons you? Repel it out of your body.

Your tired mid battle? Repel tiredness out of your body

Take damage? Repel the damage out of your body

Another contender would be Bonneys Fruits as she can access the actual different future timeline. So if she has absurd amounts of Haki in a timeline she should theoretical be able to access that. Or if she gets injured but finds a timeline in which she was a never hit she can outright avoid that. Or find a timeline where she is smarter. However I haven't seen enough of her fruit to know the limitations so she is off the list

I also base my list on versatility so yes peronas fuit can one shot but if Enel can nuke the area from hundreds of miles away........it won't matter. So versatility and hax is king. Kuma has no direct counter. Nika Fruit has no direct counter , rumble has no counter except for rubber.
