Strongest DBZ villain before BOG?

Other than any of the Gods of Destruction, who is the most powerful DBZ villain?

I vote Janemba, and I don't see how anyone can argue otherwise. He wasn't just a universal threat, he was a MULTIVERSAL threat! Some have argued that Broly is the strongest because he's stated to be the most powerful Saiyan, but they forget that there are some things stronger than Saiyans in DBZ. Though I don't like Janemba's origin, I can't deny that he's the biggest threat the DBZU has ever faced.

Buu stomps

Super Buu Gohan absorbed.

Super Buu in DBZ Broly in potential power.

Omega shenron in GT.

Super Buu ghoan absorbed, the broly thing I am not even taking into consideration due to how he was beaten both times.

Super Buu(Gohan absorbed)

Broly, only PIS allowed his defeat.

Super buu with gohan, followed by kid buu.

Highest potential: Broly.

By scaling: Omega shenron.

Cell and Buu never got off planet earth. Were they stronger that Freiza? Sure. But they never caused harm on a galactic level.

Freiza might not have been as strong, but he ruled over dozens of planets in the galaxy.

Super buu, omega shenron then probly vegeta wen goku fought him cuz he was a villain, an u gotta put cell up there too

true but i figured these people just watch and know all. Like buu was pretty much going to wipe out the planets that held the after life as well. I guess I assumed wrong

@fallschirmjager: Buu is not the case. He was wreaking havoc on the Supreme Kais and various other planets, he was certainly someone Bills should have been notified about.

@the_legendary_supersaiyan_hulk: bills would probably know buu was wreaking havoc in the universe but would be more than likely didn't chose to move because buu was technically doing bill's job and in the movie, bills has been shown to be quite a sleepyhead.

@kyrees: I wasn't saying he should have done something about it, what I was saying is that he should have known Buu way ahead of Freiza.

@the_legendary_supersaiyan_hulk: given that buu was sealed at the time that was way earlier than planet vegeta's destruction, i'd assume bills would know the buu was still sealed upon his awakening and won't ponder on him. (but then again, bills scene's with fat buu didn't make sense)
