As far as non OP people:

A pissed off Hiro, Matt, and Samuel would be forces to be reckoned with

Throw in Adam Monroe if he had a weapon

Maybe Arthur Petrelli with prep

EDIT: If heroes are fighting each other 1 on 1, The Haitian.

@deathstroke52: i agree with all of this but I would make the argument that hire is more powerful than sylar since his Power set is inherently grander and more effective than sylars

@hyperlight: I think if it was a random encounter and Sylar had the right power set (Invisibility, Rapid Cell Regeneration, etc) he could win if Hiro didn't know about the fight and Sylar snuck up on him.

@deathstroke52: I'm not saying Sylar can't beat him in a fight I'm just saying hiro is more powerful considering he controls time and space and sylar has other trivial powers.

If he is used in a battle, it has to be specified what powers he has.

I believe that either Hiro is the most powerful hero or the Haitian is. I would probably say the Haitain though. I would say Peter Petrelli was the most powerful but due to his incident with his father... I wouldn't say that its that good anymore. He can only hold one power at a time... Also I would say Arthur Patrelli but hes dead.... So yeah; a tie between Hiro and the Haitain
