@nyhybrid89: I don't know if there's such thing. One persons powers may make them better than someone "higher" than them. Prime example: Batman has no powers and is technically Low Street Level going by what you wrote. Everyone else you listed in mid or high has powers. Anyways, Batman would wreck Daredevil in the comics, he routinely takes on DD level villains for breakfast.

I don't like to use the tier system. Magneto would beat a lot of people technically higher than him as would Iceman if used correctly. Tiers are silly and situational at best.

I think there are lower street level characters than the examples you gave. For instance Rorschach or any amateur to pro level fighter.

genius level guys are hard to place in whatever category since geniuses usually take out higher tier guys

@nyhybrid89: Unless she got powered down, Mockingbird is now midstreet due to her getting the Nick Fury formula. She flies and has some strength now

mid = healthy to pure peak humans

high = enhanced humans
