Street-Level Lantern?

I'm curious. How broken would a Lantern ring need to be, in order for it to leave its user a street-level hero?

A Lantern would only be "street level" if the energy level of their power ring was depleted.

Isn't that a acceptation? he couldn't use the ring really at all in general. That's not the ring that's him.

@stormshadow_x: that's the point of the willpower / intelligence isn't up to scratch the ring could leave a lantern as powerful as street level I was just using batman as an example
