I'd say Superman, Spidey has a lot of stupid characters imo, and a lot of copycats like Venom/Carnage, Green Goblin/Hobgoblin.

Superman has some great villains, but Spidey's are more interesting and varied to me (minus the Goblins and the Symbiotes). Doc Ock, Shocker, Mysterio, Scorpion, Kraven, Vulture, Chameleon, King Pin, Morbius, Tombstone, Sandman, Lizard, Rhino, Venom, Green Goblin, etc, etc... just so many memorable ones. The Supes villains that really interest me are Luthor, Brainiac, and Mongul.
But, to each his own.

Personally, it's hard to say. Superman pretty much has the most iconic villain as his archenemy, Lex Luthor, but Green Goblin isn't all that far behind. Superman then has great rogues like Doomsday, Brainiac, Metallo, and Zod but I doubt they're anymore popular than the likes of Venom, Dock Ock, Sandman, or Electro.....so, it's a tie I guess
My favorite superman villain surpasses my love for my favorite spider-man villain, so I guess I'll give my vote for Superman.
Granted; I think MORE of Spider-Man's villains are more popular in the mainstream.

Lex Luthor is possibly the greatest arch enemy in comics*, and the rest of the gallery (Brainiac, Zod, Parasite, Doomsday, Bizarro, Mr. Mxyzptlk...) is pretty great, so my vote goes to Superman.
* I love the relationship between the characters, with Lex Luthor personally hating Superman for meddling in his corrupt affairs, but also lamenting Superman's perceived belittlement of humanity's accomplishments and exceptionalism, and stunting of mankind's growth. And Lex was doing more good than harm before Superman arrived. Never has selfishness been more selfless. The only hero-villain relationship that I may find more compelling is Captain America and the Red Skull. Freedom vs. tyranny.
I have to go with Superman. I actually like Lex Luthor and Darkseid way more than Superman himself. Superman is the only superhero that I like the villains and love interest better than the hero. John Bryne and Bruce Timm's team did a great job developing the other characters!
Superman, easily. Better stories, better characters. Spidey's are more mainstream however, more widely known.
I lament that we may never see Atomic Skull or Parasite in a Superman CBM.

Others that could be considered to be in his rogues gallery would be Mongul, Darkseid, and Imperiex (not so much Imperiex, however, since he isn't a regular villain and only had one true appearance)
Superman's gallery is overlooked because both him and Lex Luthor are the white bread of the comics world thanks to the more memorable villains in movies and TV shows that are now getting more recognition. Just look at the love Loki is getting when 5 years ago he was almost completely unknown.

Exactly. Darkseid has a similar situation with regards to Superman, except he is certainly a villain.
