there are plenty of shapeshifters and the only one ik that can copy powers is copy cat

i was wondering that if he shapeshifts at a molecular level then hecould he copy the powers superheroes or villains like metahumans whose powers are in there DNA

MM's powerset is pretty-well defined.

He can mimic appearance due to his cellular shifting. This also allows for his invisibility and intangibility. There's nothing about that to indicate that he could change HOW his genetic structure works, just how it's shaped, etc.

Potentially and a few times a few writers have written him as shifting into other characters right down to a molecular level!! Of course its probably more reasonable to assume the writer wasn't really thinking of what that would really mean and was just aiming to have what Manhunter did sound like really impressive and cool. So depends a bit really. Having molecular control of your body is different to knowing each of your bodies individual molecules and how they are arranged and how they are arranged to do what and also knowing other characters individual molecules and how they fit together and in such a way to do certain things etc etc etc so its really at a writers discretion how much he knows and how good his control is.

Chances are being about to morph in such a way to copy powers so freely and easily would go too much against the characters defined and consistent abilities, and the easy creative out is to just emphasis the character doesn't have absolute control of his molecules on a molecular level nor the sort of knowledge of himself or others to actively copy powers so easily.

To me as fascinating as more recent spins on MM have been he already has too many powers to be believable and wasn't all that well thought out when first created.This would turn him into another Rogue if I have the right Marvel character.
