I know he did a lot of bad things under the control of hydra. Remember he was being mind controlled and forced kill against free will. he could be relieved as a prisoner of war.
should MCU Bucky be held accountable for his crimes?
Bucky was captured, tortured, and conditioned into a weapon; what justice is there in punishing a victim? He should be rehabilitated, and then he should choose his own path.

Also Bucky was literally mind controlled, and if Natasha is getting away with the stuff she did then Bucky probably will too, he has even more of a reason to be let off the hook.
Yeah, they let Widow off completely in TWS when she testifies. "There are some on this council who think that you should be behind bars" instead of being celebrated as a hero.
Now, Bucky never did anything heroic, and he doesn't have any qualities that couldn't be replicated by using the same procedures on a guy off the street who hasn't murdered people. But, Bucky has already gone through this procedure and has training, and was clearly brainwashed during his stint with HYDRA. Why put someone else through that?
He ultimately isn't much more than a high street-level villain/hero though. Nothing amazing about Bucky that you couldn't get out of someone like Deadshot if you gave him a robotic arm.
The only guy who has to pay for his sins in the Marvel Universe is Hank Pym. He hit his wife once during a mental breakdown and still is paying for it 30 years later. If he had killed multiple avengers like Iron-Man or the Scarlet Witch, or knocked his pregnant wife across a room into a wall like Spider-Man, or killed thousands of innocent people in his rampages like Hulk did (pre recon) he could be forgiven. Even Hawkeye gets a pass for turning on his wife after she was raped and didn't rescue the guy who raped her. He divorced her for it. If you ask me, Hank has shown himself to be repentant a million times over. Did Hawkeye ever apologize for taking the rapist's side? When was the last time Iron-Man's murder of the female Yellowjacket last mentioned? And when was the last time that Marvel acknowledged that the Hulk has killed innocent people in the past? Everyone gets forgiven except Pym. Its a law of the Marvel Universe.
