Relic and Green Lantern question

My comic book store was all out of Relic and I'm going to try and get it from another store, but if I can't will I still be able to understand what is going on in Green Lantern Lights Out?

Umm...well. You definitely won't be able to understand Relic's motivations and why he's doing what it is he's doing. Also, why the Lantern's lights themselves are actually going out is explained in this issue. I'm gonna be frank, it's a pretty essential issue.

Thank you. I wanted to start reading Green Lantern and I thought Lights Out would be a good place to start. But if I'm not going to understand about Relic, I guess I'm going to have to rethink about reading it.

You should read it is my opinion. You don't NEED it I think, but I think it's pretty important.
